　　 Then, Mr. Zhou and his company visited the site of Accu-roll Pipe Mill Facility. Escorted by Mr. Qin Yizhi and Mr. Chen Xiaotang, CSST CPC Secretary, Mr. Zhou stepped on the overhead walkway of the workshop in high spirits, watching the manufacturing of ∮ 219 mm steel pipes to be exported to Holland and showing a great interest in the manufacturing process of the mill. At the end of the visit, Mr. Zhou and his company shook hands with CSST leaders and said good bye to them before going to Chengdu Hongming Electronic Co., Ltd. for another on-the-spot investigation the same dayAfter visiting CSST and Chengdu Hongming Electronic, Secretary Zhou made a important speech.Mr. Zhou is quoted as saying:
Today I have conducted on-the-spot investigations of CSST and Hongming Electronic to get a preparation for a study concerning enterprise reform and development scheduled to be carried out in early April by the Provincial leadership. 　
Speaking of CSST, it was burdened by serious debts and losses. However, thanks to the merger of it by Pangang Group with supports from the high and the new capable top management, it had got rid of the losses last year, and is expected to be better this year. I am very happy with what I have seen there.
Old SOEs have got heavy burdens left by the history like overstaffing, backward equipment and difficulties in operation caused by the dramatic market changes over the recent years. General Secretary Jiang takes care of enterprises in Sichuan Province, and hopes that SOEs in Sichuan overcome all the difficulties for further development through reform of management system and operational mechanism as well as technical update. I have got the following insights from my investigations of the two companies.
